License and Code Services Division - Major Responsibilities
Manage The Code Enforcement Program
Property Maintenance Program
The Property Maintenance program includes responding to and tracking of complaints, as well as proactive enforcement, of issues involving junk, trash, inoperable vehicles, debris cleanup, and public property encroachment. License and Code Services personnel also conduct specialized code enforcement activities, such as the Western Enclave Program. The office handles over 4,000 Property Maintenance cases each year.
Zoning Code Enforcement
The Zoning Code Enforcement program includes enforcement on businesses being located in correct zones including Home Occupation Businesses (1,400 citywide); enforcement on wall, fence, hedge heights, and setback requirements; sign code enforcement (including the Banner Permit Program); and responses to complaints about business activities in commercial and industrial zones that are impacting residential zones and other business activities. The office handles over 3,000 Zoning Code related cases each year.
State Smoking Law Code Enforcement
The License and Code Services Division responds to and investigates reported violations of the state smoking law. The office receives 100 to 300 such complaints each year.
State Alcohol/Pregnancy Warning Sign Posting Law
Garage Sale Permit Program
The License and Code Services Division issues approximately 1,500 garage sale permits annually and manages the garage sale weekend enforcement program.
Manage Regulatory Business License and Business Permit Programs
The License and Code Services Division manages and oversees administration of programs that regulate businesses through licensing and permits such as:
- Taxicabs (liaison to the Traffic and Transportation Committee)
- Firearms sales (commercial and residential locations)
- Massage establishments and sexually oriented businesses
- Kennel licenses
- Bingo licensing (including state lottery and other gambling
- 78 other types of regulatory licenses
The Regulatory Licensing program includes coordination and organization of all denial, suspension, and revocation hearings involving regulatory business licensing and business permits.
Manage Business Tax Registration, Billing, and Collection Program
The License and Code Services Division manages business tax registration, billing, collection, and tracking of 14,000 businesses throughout the City.
