MISSION STATEMENT
Management Services is dedicated to promoting organizational effectiveness through creative leadership that is responsive to our community, employees, and the public while providing courteous and quality human resources, employee services, labor relations, safety, and risk management programs in a timely and cost efficient manner. In order to more capably fulfill our mission to the public, Management Services is committed to fostering positive relationships between City employees and the community by promoting professional development and unity through mutual respect and sensitivity to the diversity of our population.
The Management Services Department consists of two divisions: Human Resources, Liability, and Employee Relations; and Labor Relations, Workers' Compensation, and Safety. The Department provides support services involving a wide range of internal administrative functions to City departments and plays an integral role in enhancing each department's ability to better serve the Burbank community.
The major and underlying mission of the Management Services Department is to ensure that the City in general, and each department in particular, uses its technical, organizational, administrative, and human resources in the most efficient, effective and economical manner possible. The Department will continue to maintain its commitment to "customer service" and the focus for each division will continue to be on providing timely and efficient responses to each and every request for information, services, and analytical support.
Human Resources, Liability, and Employee Services Division
This division is responsible for the overview of Liability Claims, Employee Services, and Human Resources. Liability Claims is responsible for all City insurance needs, including all property, casualty, and self-insured programs. In addition, it processes and investigates all citizen liability claims filed against the City. All claims must be presented to the City Clerk’s Office where claim forms are also available.
Employee Services is responsible for working directly with employees processing employee benefits and clarifying various issues related to health insurance and retirement benefits. In addition, LiveScan Services provide mandated Department of Justice fingerprinting for background investigation of prospective City employees and volunteers, as well as outside individuals and agencies. A processing fee is charged for this service.
Human Resources is responsible for centralized recruitment and selection and administers the City’s WorkForce Connection, Youth Employment Programs, and coordinates the workforce development activities. The Mail Center, which is managed by this section, is responsible for sorting and delivering U.S. Postal, private company, and inter-office mail. This Section is also responsible for classification, the administration of the Civil Service System, and employee training and development.
Labor Relations, Workers' Compensation, and Safety Division
This division is responsible for the overview of Labor Relations, Risk Management, Worker’s Compensation, and Safety.
Labor Relations is responsible for maintaining positive employer-employee relations and negotiating labor contracts with the City’s six recognized bargaining units. In addition, this section interprets rules, regulations, and policies pertaining to labor and employment law in order to maintain compliance with local, State, and Federal regulations.
Risk management is responsible for assessing and reducing the City’s risk and liability. In addition, it reviews all medical information and ensures compliance with the Department of Transportation and Federal Highway Administration testing regulations.
Print Communications (Reprographics), which is managed by this section, assists each department in obtaining a wide range of printing services and materials, using a centralized printing facility.
Worker’s Compensation is responsible for investigating and resolving all employee injuries.
Safety is responsible for the City’s Hazardous Waste Program, including compliance with State and Federal legislation. It also reviews all internal accidents and inspects each City facility to identify and correct potential workplace safety concerns, and is responsible for safety and loss control.
