Joy Forbes is a planner at heart. She first joined the City of Burbank as an intern in the Redevelopment Division. Gaining experience in the field, she quickly rose within the Planning Division to the positions of Assistant Planner, Associate Planner, Principal Planner and most recently, Deputy City Planner.
Named Deputy City Manager in 2009, Joy oversees the Public Information Office as well as the staff of the City Council office. She works closely with the City Manager and Community Development Department on issues of economic development and to ensure City Council goals are achieved.
Joy is a member of the American Planning Association, the American Institute of Certified Planners and the National Management Association.
She has a B.A. with a major concentration in Political Science from the University of California, Riverside and attended the Master’s program in Urban and Regional Planning at Cal State Polytechnic University.
