Every city and county in California must create a General Plan to guide its future development. This long-range policy document expresses a city's development goals, policies, and objectives relative to the distribution of future land uses, both public and private, as well as a number of other topics. Although each element of the plan addresses a different topic, they work together to illustrate a future vision of the community and highlight the goals and policies upon which the Burbank Planning Board and Burbank City Council will base their future decisions regarding land use and capital improvement programs.
Existing General Plan Elements
Land Use Element - the general location and intensity of housing, business, industry, open space, education, public facilities, and other land uses. (1988)
Circulation Element - the planned road systems in our community, as well as other ways that people and goods move around Burbank by foot, bicycle, rail, and aircraft. (1964)
Housing Element - strategies for providing adequate housing to meet the current and future housing needs of everyone in our community. (2008)
Open Space & Conservation Element - how the City will preserve open space for future generations and conserve natural resource such as water and soils. (1972)
Noise Element - a description of existing and future noise sources and the City's standards for protecting residents from excessive noise. (1992)
Public Safety Element - the City's policies for keeping our community safe from both manmade and natural hazards like earthquakes and floods. (1997)
Jurisdictions are free to adopt additional elements addressing subjects of particular interest to that jurisdiction such as recreation, urban design, historic preservation, sustainability, or public facilities. In addition to the mandatory elements, Burbank is currently is preparing an Air Quality element to be included in the General Plan as part of the 2035 General Plan Update.
In 2009, the Burbank City Council approved a contract with AECOM Consulting, who is assisting the City with the Burbank 2035: General Plan Update and preparation of an Environmental Impact Report to analyze the environmental impacts of the goals, policies, and growth projections in the updated General Plan.
